Here in Cali the 25 year old rule is irrelevant. A vehicle here has to be 1975 or older to get a smog exemption. In my case i had a Re vined 94 SPi car with 74 Vin # from New Zealand. The guy who bought it from me pointed out the original Vin stamped in the cowl sheetmetal. Had i been stopped by an officer who knew what they were looking for i'd have been SOL.
