According to page 26 of the manual, that is determined by the unlock setting for the remote, which can be configured for drivers door or whole car (page 19).

Mine only did the driver side when I got the car, had to change it myself to unlock all doors. I have connect, went to setting and changed it.

I think it depends on how the car was programmed (as mini_z writes). I bought mine used, it was already programmed that way ... both doors unlock.
