R60 VIN sequence decoded?

VIN sequence decoded?
Has anyone figured out the decoding of the last 7 places of the VIN? I presume the WH indicates Countryman, but the next 5 numbers are way to high to be build order numbers. I see no rhyme or reason to the early US builds having 99XXX numbers, it is hard to go up with no zeros built into the sequence.
