Can options be changed at the VDC?

Can options be changed at the VDC?
Does anyone know if the VDC (vehical distribution center) can make an option change before the car is sent to the dealer?
I'm curious if a car with regular seats can be upgraded to Sport Seats (since this affects the front seats only) at the VDC or whether that can only be done at the factory.
Obviously I know there is an upcharge for sport seats.
