Dealer max cost $16,695 for the hardtop. Any debate?

I just got the Consumer Reports (I know I can find it other places) car cost report. It's supposed to be current within 3 months and they say the max price a dealer pays is $16,695.
Is there any argument against this number?
--thanks

Cooper Hardtop base
MSRP............$18,500.
dealer cost.....$16,695...... any debate
dealer profit $ 1,805. .... not total profit

is this more clear?

I think all that's saying is that the MSRP for the base/no-options Cooper coupe is $18,000, and the "dealer invoice" price is 16,695. This means that the MSRP is about 11% over the dealer cost, which I think is in the same ballpark as most cars.

Although looking at the MINI website, they have the MSRP as $18,550, not 18,000. I don't know if the dealer cost has gone up as well.
