I'm not sure this is what you are questioning but
On a GEN1 car ... what the key can do is not programmable from the car. It must be done thru the outside computer link and while I WOULD say this means dealer, there ARE places now that have the capability
For starting the 2002 key was 'mechanical' .. it used the 'cut key' but extra features must be programmed from the 'outside' computer
"in the beginning" dealers charged $150 for a programming change .... when I bought my '02-S I was told I could have ONE programming for free; giving me time to digest the owner's manual and decide on my setup.

First thing is first Nicefeet... keep the tags that you have with those keys, you will need them to have the remotes programmed. Otherwise you will have to use my guide (Search) to decode your remote id number.
Just for information's sake, this has all been discussed many times before (This is ONLY for the two button 02-04 keys as pictured in Nicefeet's post, not the 3 button 05-06 or any newer Mini keys): Both key types have immobilizer chips. Each 1st gen Mini has 10 preset ews immobilizer codes. When you order a new key, as long as your car hasn't reached the 10 code limit, it will be shipped with one of the preset coded chips. I am not sure what happens with the dealer if your car has passed the limit, never heard of it happening. It is possible to remove and/or add additional immobilizer codes, but this is well beyond the capability of most people. These preset codes allow the car to be started, nothing else. So if you order a non-remote key you are good to go, no dealer coding required. If you order a remote key, the key will start the car, but you MUST get the remote programmed by the dealer or through the method which I discovered and wrote about (Search).
