It's the Halo Series from Prosport.



These are feature-packed fully programmable gauges have peak-hold, programmable warning light and beep, programmable LED backlighting (white, blue, or amber), and adjustable brightness. Control all functions of the gauge through a high-tech touch-sensitive module that can be mounted directly on the gauge, or somewhere more discreet if you prefer.



Prosport Halo Series gauges are available in all major gauge types, including boost, wideband, oil pressure and temp, fuel pressure, and water temp.

Oh, and then there's the namesake halo, which is an elegant red illumination ring that surrounds the inside gauge bezel.
