brake pad rubbing

I was chaning from my 17's to my 15's this fall and noticed that when i would spin some of the wheels they would spin freely (while on car), when others pads would slow when passing over certain parts of the rotors. This was not a siezed caliper...just a slight hesitation........should i tell my dealer on tuesday when i take the car for 10k check up?

yes, do tell.

my Civic does that too... but those are dumb brakes, i mean,
drum brakes.

Bump / Suggestion

But also I was given a suggestion that since I did this when the car was off (NOT RUNNING) that the brakes were not in vacuum.

Sound right?

It sounds like some of your rotors are slightly warped. If you spin the wheel and it encounters "tight spots", then the rotor is warped. Do you also notice a slight vibration when you very lightly apply the brakes? That is another symptom of warped rotors.

The cause of warped rotors usually overtightened or unevenly tightened wheel lugs. Once you get the rotors resurfaced or replaced, don't allow anyone use an impact wrench on your lugs. Use a torque wrench set to 85 ft-lb instead.
