Looking for new wheels

I've been doing some research and I have found a lot of nice looking wheels for a cheap price. At this website but my coworker say it wont work because of the low offset http://esmwheels.com/access/wheels-c-21.html My goal its to buy some new black alloy wheels and let them sit flush with the fender. My current stock wheels, according to this website, http://www.wheelfitment.eu/car/Mini/Cooper%20(2001%20-%202006)/ is sitting at a 45 offset and I see some that I like but at 15-25. Will that be too much and hit the fender? Does anyone know where I can get some good, cheap 16×8 or 9 wheels that can get close enough to my fender but not hit or damage it? I am a little new to wheel specs. Thank you

Aggressive fitment questions will get better replies from wheel gods over at motoringunderground or minitorque. Be forewarned, most of them hate reps.
