Epoxy Paint
Has any body ever tried epoxy paint on to refinish wheels? I have used appliance epoxy paint for home applications and it is extremely durable. I am not sure how many color options are available however.
I would think that if someone is bound and determined to not powder coat wheels but to do it them selves that possibly even a few coats of epoxy paint to a bare metal wheel and then sanded with #300 paper before putting lots of top color coat would make a more durable finish.
I refinished some wheels with duplicolor paint. Although its more durable than typical rattle can paint it is still chipping and I thought possibly that this may be another approach.

If it is true epoxy, it will chalk when exposed to UV of of the sunlight. The krylon is not a true epoxy but its main polymer is probably modified with small amount of epoxy. Apply a 2 part aliphatic urethane for best color and gloss retention and improved mar and abrasion resistance.
