I've been reading about how this or that tire is better in the rain, but how about somewhere where it doesn't rain that much (like PHX)? What is the best tire for street performance?

Remember, when it does rain, it monsoons

If you have the 16's and aren't particular about tire wear, but want great grip: Falken Azenis 215/45 R16

what tire size? best for street performance? All out handeling, or what degree of comfort is required.

Going to be for a 16" wheel either 6.5" or 7" wide

Street performance is what I'm after...not necessarily street comfort if you know what I mean

DominicMinicoopers-
You mentioned street performance and dry climate-
There are many other considerations- some to think about and prioritze so we can hone in on the best match:
Price-
Size of the tire- this affects what you get to choose from- give rim and width
Suspension of the car the wheels are going on- some lowered suspensions don't allow certain tire sizes-
Dry traction-
snow traction-
Hydro resistance-
Cornering stability-
Steering response-
Noise comfort-
Ride comfort-
Treadwear-

In a 15,16, or 17" size with a higher cost the Bridgestone Potenza S-03 Pole Position (excellent) or Toyo Proxes T1S are very good.
In a 15,16, or 17" size at more reasonable cost and generally very good marks across the board the Yokohama AVS ES100 are very good and usually in stock.
All of these tires generally wear well (in the 20-22K range).

I would look at
Bridgestone S-03
Goodyear Eagle F1 Gs-D3
Michelin Pilot Sport
Pirelli Pzero Aysemetrico

You can link to all 4 tires weights, ratings and survey data thru this post.
