Keeps on running

Is it normal for the motor or fan to continue running after car turned off?

The motor turns off when you turn off the ignition switch, just like every other car.
The cooling fan turns off a few minutes after you shut off the car.

Water pump may continue to circulate to cool off the turbo as well.

Is it a "fan" you are hearing? Once the engine is turned off, there is an electric coolant pump that may continue to run for a few minutes after, in order to cool the turbo. Best policy is to limit turbo use just before shutdown, or let it sit and idle for a couple minutes before shutdown. That helps to cool the turbo, and also circulates more cool oil and coolant through the system, which will hopefully lengthen the life of your turbo and your engine in general.
