Alternator voltage

There is nothing wrong with the voltage level you are seeing. That is normal alternator operation. Voltage output depends on charge of the battery, rpm and accessory current draw.

Will a slipping clutch cause a low to no boost reading? My recent venture to the dealership has told me my clutch is starting to slip and my crank pulley is loose.

No, slipping clutch will not affect your boost reading.

slipping clutch basically means your engine is not transferring the power to the transmission.

I totally agree !
The slipping/bad vibration dampener is you problem! These go out often! And they will kill your boost and also stop your AC from working, as the compressor will stop the belt too.

My AC still works, but I guess its just beginning to fail. It's a good thing I have an ATI dampener waiting to be put on once its warmer.
