All 3 Brake Lights Not Working

Hello All,

I have a 2003 Mini Cooper S that the brake lights have stopped working on.

The top lights of the assembly (running lights) work when I turn the lights on as well as the turning and hazard lights; however, the third, left, and right brake lights do not work when I apply the brakes.

The bulbs have been tested and are all working as they should, but the brake lights aren't getting power when we checked them with a volt-meter. Any suggestions to the cause and how we'd go about a fix?

There is a small, black brake switch on the brake pedal assembly. You can use a multi-meter there to test if it's working properly.
