I have a '05 MCS and my driving lights will flash when i unlock/lock the car but one of them will not turn on while driving. Could it be an electrical issue? I've already checked the fuse but haven't changed the bulb due to the fact it still lights up when I lock/unlock the car. Just for clarification it is the light in between the main headlight housing and fog lights.

 

The turn/parking light housing in the bumper has two bulbs in it. The small parking light is probably burned out.
