Gauges Shutting of Intermittently and Warning Lights Flickering

Some details on the car first: 2006 R53 with Nav package. Battery was replaced with a new one in July 2016.

I bought it in March and it has had two intermittent issues that seems slightly connected:

1) Tach and Speedo die sometimes. It happens at start up, its either on or off, so I don't think its a loose connection somewhere. The problem will persist until I unplug fuse #5 and #9. Then the gauges usually work again on the next start up.

2) The warning lights will flicker. Sometimes the airbag and brake pad lights will flicker with the turn signal. Like in this video I took:

Other times when one light comes on then the whole thing will light up like a Christmas Tree, but the bulbs don't come on at full strength. For example, I had a low tire pressure light that triggered everything on the display.

It seems to happen more frequently after a carwash, so I was wondering where I should look for water intrusion? Do we think these symptoms are related? Is there one control module that controls both of these?
