Car overheating at 30*F

I think my car may be out of coolant, which is wierd because I just had the dealer fill it up, but my car was overheating as I was looking for a parking spot today. It was 30*F outside. I also think it maybe on of the fans for the power steering maybe, it is always running, like grinding fan almost when I shut the car off...

Seems like it'd be pretty easy to check the coolant level. If it's low - and if indeed the dealer just topped it off -- then you probably have a leak. Perhaps the coolant tank itself is leaking (common problem on 2002/2003 cars).

I can't figure out what you're talking about re. the fan. Is the cooling fan actually on? Or is it the ps motor? Or is it something that just sounds like a fan (or the ps motor)??? Again, if there's a sound "like a fan" after the car is turned off, it ought to be real simple to figure out which fan it is just by looking under the hood while the sound is happening.
