code p1125 and p0638 no start

Hey everyone, I am having a problem with a 2002 mini cooper s. Perhaps someone could help point me in the right direction. I am getting codes p1125 and p0638, now originally when the codes first appeared the vehicle would go into limp mode, but now the vehicle won't even start. I have attempted to clear the codes but the vehicle still won't start and the codes come back imediately. I have done a search both here and on google, but come up with inconclusive information.
The mini has the most up to date throttlebody and the customer insists the vehicle has had the engine harness replaced.
When I hook up my scan tool and monitor the tps value it doesn't change, so it appears the tps is faulty correct? well I replaced the tps and no change. I have also checked the harness connections and everything appears to be fine.
Does anyone have anyother suggestions on where to begin?

p1125 and po638
Can't find code po638 in the mini diagnosis without guesswork book but p1125 seems to point to the throttle being monitored by 2 potentiometers bythe edr throtle plate. The edrmonitoring system can detect a jammed or binding throtle valve or a broken link spring. Hope this helps.
Ended up being the engine compartment wiring harness. There must be broken/corroded wires leading up to the pcm plugs. I can squeeze/flex the harness in that area and the vehicle will start and run, but if you hit a bump it goes back into limp mode, then dies and won't start. This will be my customers second engine harness.

A little more fuel to the fire. My '04 S is throwing P0638 only. Is it possible I bumped a connection while installing the most sexy carbon fiber cowl vents or that I have water intrusion somewhere? I have driven it without a problem several time since that mod but had to limp home today. The only other thing I've done in the last few days is service the A/C.
