I’m reinstalling seat belt hardware, the rear belts are fully retracted on the belt reels, and the catch mechanisms will not allow the belts to unwind; any tips for releasing the belt stops?

I’ve tried manipulating the pawls I can see with a thin blade, but no luck.

 

I’ll answer my own question; there is a magnet controlling the locking pawl. When the reel is in the mounted position angle, the belt will pull out easily, tip it in any other angle and it will lock up.
