difference in sound between broken pump/fan?

difference in sound between broken pump/fan?
Is there a way to distinguish a broken fan versus a broken power steering pump? Does the power steering pump sound like the electric motor when running? I have power steering with the engine on but when the engine is off the power steering goes away but the car is on. Maybe I have a faulty fan or a circuit in the pump is faulty?
