Clutch / speed Issues

I have had my 2009 Mini Cooper S for 3 years we have seen many ups and downs!!! However, I just purchased another Mini 2009 Manual transmission! 65,000 original miles! Was super excited because my other has 165,000! This is not an S !! It has been driving shifting perfectly for over a month! Then first thing I notice I have it in cruise control and it kicks off then over about a week or two the car will not build up speed for me to even shift into higher gears! At first I could get it up to 60! Then up to 50 now I can may be get it up to 40! Now it still shifts perfectly! Does not seem to be a clutch issue! But I can not get it to go fast enough to shift into my higher gears !! Help please ! I do all my work myself ! After I purchased my first one and had a few issues I bought a Haynes manual and just used these forums ! Any ideals ! I need to run codes
