I don't know how this got missed. From the SCCA news:
TOPEKA, Kan. (July 7, 2004) – Sports Car Club of America, Inc.’s Board of Directors voted Tuesday to lift the suspension placed on the Kumho ECSTA V710 tire for SCCA-wide competition.

The tire is again eligible for SCCA Club Racing and Solo competition, effective immediately. Competitors can tell if they have the approved Kumho ECSTA V710 by the inclusion of Polyester in the sidewall as part of the construction. The discontinued, unapproved tire does not list Polyester on the sidewall.

This is really old news. According to the article linked above.
Kumho had discontinued and collected the tires this spring, citing “inconsistent test results relating to tread splice and tread area durability.” SCCA followed Kumho’s lead, suspending the tire from competition in all programs on April 6.
