waste gate adjustment difficulty?

So my new turbo is on and i max out at 12-13 psi. I believe that my waste gate needs to be adjusted, but no longer trust the shop that installed my turbo. How hard is it going to be to adjust the turbo, and how am i supposed to do it. The waste gate is open, so i think i need to put a vacuum on it, but i don't know what psi to put on it before i make sure it's barely closed. Since the turbo is on the car the waste gate is a little tough to get too, any tips or tricks?

Is this a stock Turbo, JCW for aftermarket hybrid turbo? With the right tools, it's pretty simple.

It's one i bought from another nam member, had rebuilt and put on my car. It's a gpops 42mm hybrid. So it has a stock exhaust and waste gate. I am just not sure the proper way to adjust it. What tools will i need? I figure the easiest way to get at it will be to take off the downpipe and come in from there.
