intake piping separating? (photo)

losing power @ 4k RPM after a major hiccup/stumble. Whats this piece with a gasket sticking out of it so I can repair? Is there a better than stock way to fix? Thanks guys, First time poster... long time lurker. Just want to get this buttoned up so I clear the CEL code running rich at idle, and get my boost back.

in case you are wondering... this happened a few times... my buddy and i came up with cheap solution put 2 zip ties around the mating surfaces of each piece then zip tie the zip ties together as a way of holding these pipe in place. well... that worked for about 1.5 tanks of fuel.
