02 Sensor Not Ready - HELP

I've searched but cannot find my answer.

2007 Mini Cooper S Hatch

We bought this car with the PCV valve cover issue originally. I have replaced the valve cover and cleared all DTC's. The car runs great now, but we are unable to SMOG the vehicle because the 02 sensor never ready's. We have driven the car 900km since last reset and I'm confused on what's happening.

No codes present at all. Just no readiness. I come from the VW world, so I used VCDS to pull the generic monitoring from OBDII. Please help me resolve this! Thanks in advance!

Very early in my MINI infancy, I destroyed the O sensor. My top wrench informed me that it was a result of using inferior fuel and handed me a printout of Top Tier fuels including an admonition to never again use anything less. That was about 80K miles ago, it's still holding up. Are you using anything less than Top Tier?
Replacing the O sensor is a major job as the engine bay has to be put into service mode as I understand it.
