No Start Water Damage and Red Steering lock

Hi hi guys! I need help! I drove to take a look at the Mini Cooper and it has some serious water problems. It poured about a month ago and it had water on the passenger floor and ever since then it as acting funny. I dried it up and it would still do weird things but fast forward the car stopped starting two weeks ago. I made a post then about the car having the red steering lock and I was sure that it was the problem. Now I am not so sure.

The two bottom connectors on the passenger side fuse box had massive corrosion inside and I cleaned them out. The car still has the red steering lock.

My question... When the car is locked up because of a faulty steering lock... Is it possible to get the ignition to turn on? As if you put the key in and pressed start without your foot on the brake? The only thing on the car that works when I put the key in is the stereo and the windows. Does this sound like steering lock behavior or is something else going on? The battery is new from 7/2015 and I even put another battery in it and it didn't solve anything. Helpppp meeeee pleaseeee

Well.... I looked at the car some more... The bottom two plugs have serious corrosion like I said. I took the fuse panel off and looked inside and 3-4 of the pins were broken off the fuse panel and stuck into the plug.

So does this sound like the problem.... Anyone...?
