Rocker arm issue

I have a '07 Cooper base with 135K on it, I just had a new timing chain, gears, and tensioner installed at the Mini dealer about 1500 miles ago, I went to start the car and it would crank, but not start. I had the vehicle towed to the dealer that did the initial work,and upon inspection one of the rocker arms from cylinder four was completely missing, and one of the ones on cylinder one was shifted about 30 degrees and looked like it was about to fall out. Has anyone ever heard of this happening? and if so, what is the fix? The dealer said that the work they did had nothing to do with it, and it would be between $4500 and $6000 to repair.
