I've been thinking of just removing both cats from the stock exhaust became there are no emissions laws where I am, would this provide any Hp gains? Or would I be wasting money?
It should net you a small gain, but it will also throw a check engine light as well as make your exhaust smell more gassy.
Not that I care about emission laws (exempt where I live) but you would be breaking a federal law by doing that not that you'll ever get caught. This may cause issues if/when you ever decide to sell your car.

I don't think you can really remove the one in your DP. You'll just have to get a catless or higher-flow cat DP. I have the Akrapovic one and love it. I noticed immediate low-end torque and power increase as well as a good improvement in sound.
I then had my 2nd cat cut out mostly for sound purposes and it made a great difference. You won't notice any power gains from removing the 2nd cat, only sound but it was worth it for me.
I'd say swap out your DP first. If you're still not happy then remove your 2nd cat.
