Does a remanufactured engine come with new spark plugs?

Does anybody know for a fact if a remanufactured short block engine from MINI comes with new spark plugs or if they reuse the old plugs? I asked the dealer and I get different answers from different people.

Typically a 'short block' does not include the head, and therefore, no plugs.

The Part # is 11 00 2 158 705: remanufactured short engine.

The problem was carbon buildup on the valves and in the cylinders. All the valves and pistons are new. Did they just reuse the head? I know the intake manifold was reused.

I hope that repair bill was covered under warranty.
