Outskirts run

I did a run on my familes ranch road it's 7 miles long and PRIVATLEY OWNED by my dad and his 9 other siblings who acquired the ranch and the roads when my grandpa died. Anyway I'm out there at around 9 at night and the temp is around 41 degrees perfect so I drive down to the front gate to heat up the tires and make sure there are no deer, hogs, or turkeys then on the way back I weld my foot to the floor and too my astonishment I couldn't get over 128 mph and when I first got my mini on that same road I hit 146 (GPS proved) What gives? and my hood scoop also warped I did 3 more runs from the front gate until I gave up I'm wondering why can't my car go over the 120's? The car is an 07 S

Please no ignorance I don't want to get this thread locked!!!!! I'm very curious to know why won't my mini go over 120? I remember seeing a thread that said when someone went to the dealer they tuned down thier boost from 17 psi to 11 psi why? I don't want to hear about anyones ordeals on public roads or racing for that matter unless you were at a track or on private property!!!!
