R55 can't loosen Steering shaft pinch bolt?

can't loosen Steering shaft pinch bolt?

Hi - I am in the middle of removing the tranny on my daughter'S 2013 Clubman(non-turbo) to replace the clutch. The subframe needs to be removed to do so. As a part of this process the pinch bolt on the steering column in the passenger footwell is supposed to be removed. It has a 13 mm hex bolt on one side and a small square captive nut on the other side. The captive nut looks to be be high strength (red) Loc-Tited. It spins when I turn the 13mm head. I tried vice grips but the loc-tite is so set that the vice grips don't work.

HAS ANYONE ELSE SOLVED THIS SEEMINGLY SIMPLE BOLT REMOVAL ISSUE.

I removed it on three minis. no issues...try torching it and soaking it with oil penetrate.
