R55 Rear lights at night on 2011: Halow only?

Rear lights at night on 2011: Halo only?
Hi,
ANSWERED: Page 212 of manual describes the individual light elements of the rear light. For 2011 the LED halo is the only part illuminated per the manual. Thanks to Jared McGrath on LXM for the help. I should have looked there before posting.

I have a 2011 Clubby. With the headlights on, only the halo light lights up on the rear. The brake pedal illuminates the light above it (the top light). Is this normal? I noticed on a friend's pre-2011 the top light is illuminated with the headlights, but the whole assembly may be completely different. Here is a picture:
