Clubman Hitch and License Plate

Just bought a 2013 Clubman and want to install a hitch to haul a bike rack to carry my road bike. I've used Curt Hitches on a few cars and see they have one for the Clubman, but when I read the instructions it leaves me hanging about the plate. I know you have to cut a hole behind the plate for the hitch, so what do you do with he plate when you use the hitch? move it to the lower two holes? Can you just reach underneath and install the ball mount/bike rack? Anyone know a hitch that is lower below the pan or the plate?

Thanks!

I just move the top two screws to the bottom two screw locations... Works fine for me
