Not so easy in Massachusetts
I just ordered an 09 Clubman S, chili red/black. The current MINI is a LY/B MCS with vanity plate BMBLEB, but that wouldn't be appropriate for the new one. So I just checked with the MA RMV, and, in part, here are their rules:
No more than 6 characters;
The first two characters must be letters;
No spaces, punctuation, or special characters;
Numbers can only be used at the end of the string of characters;
The letters "I." "O," "Q," and "U" can ONLY be use as part of a word that is clearly defined and correctly spelled.
A question asking the significance of the characters must be answered.
You can't apply for them over the internet; only in person.
And the application fee is $50, plus even more every year to renew it.

OUCH... sorry to hear that...
It's about $250 in Ontario for vanity plates, no extra every year, and we can have up to 8 characters... only 6 if we want a graphic on the plate too.
Not sure about the numbers and letters thing...

If it is truly your car get what you want and to heck with him.
BTW FWIW I think Jemma is a good name whether it has significance or not.
