If the key you are trying to program hasn't been used in a long time the battery my be dead. Also since it gets recharged while you drive it would be difficult to have a remote key that wasn't being used to start the car unless you take it apart and replace the rechargeable battery with a regular one.

There is a guy on Facebook ( the Mini Key Hospital) he's awesome. Check with him and see if there is anything he can do.
