i was just wondering if it would be possible to have the dealer add the on-board computer, or is it only a factory installed option?

This might have been posted before!

You can add the OBC at teh dealer. You will have to pay for the programming time. They just enable that function. You need the indicator stalk with the switch though or have to custom install a swtich and wire it correctly.
On MINI2 I found instructions for this.
Make a search for it here and on MINI2.
