Any truth to the link?
Europe spec R50 2,370 lbs. 0 - 60 mph 8.6s
USA spec R50 2,524 lbs. 0 - 60 mph 9.9s

Could the weight difference be down to higher crash standards in the USA or extra emissions equipment etc.? 154 lbs. seems like a lot but could potentially account for the difference between the 0 - 60 times.

Or just a larger driver 
Last I checked, I hit 0-60 in about 6.7 seconds... and I've got a lot of extra poundage. [250lbs, 6ft, large build]
But then again I've got a Cooper S..

We had a Swedish-spec car many years ago. There were some differences, like marker lights and speedo, but nothing that would account for 200 pounds. Remember that a fully-optioned car weighs considerably more than a stripper: that my explain the disparity.
+1 the main difference are the headlights, taillights, LHD vs RHD for some. 1/2005+ the US Occ seat sensor and the airbag additional light. Clusters KMM vs MPH and specials editions, like we never got the MINI Seven or the MINI One / D here. Euro dash cubby and storage. Factory Euro Blind spot mirrors, factory warning triangles, first aid kits. Some cloth seat options, and more basic trim options.
