A/C issue

Well, my Mini build is almost done. Started off with a 2002 R53 with a blown motor, swapped it with a low miles engine. Did all of the stuff I needed to do while I had it apart; new water pump, single mass clutch kit, new hoses, belts, gaskets. New brakes and rotors, tires. Other stuff. It cranked right up, runs and drives great, but there's a strange air conditioning issue.

The compressor won't come on, and it appears that there is no signal coming out of the ECU telling it to work. The way I understand it (coming from my mechanic), the ECU will give a ground to complete the circuit and the compressor will run. If we ground it manually, it runs, and blows cold air. The A/C controls are working right, there is just no signal from the ECU to turn the compressor on. It's a little hot in Alabama during the summer to run around with no A/C.

I know nothing is wrong on the A/C side of things, so it must be electrical or electronic. Haven't had a chance to get it plugged into a diagnostic scanner; the only place in town that has one couldn't get to it on Friday, and won't be back until Tuesday. In the meantime, I thought I'd throw the problem up here in case someone has a "Oh, yeah, I know what your problem is" kinda answer. Any guidance will be greatly appreciated.
