MCS 250+ Turbo. You will have a hard time putting that much power through a FWD drivetrain. Cooper 200hp sould be about the upper limit. These figures are for a street driven car without NOS.
I am not a driveline engineer, I just play one on NAM.

That all depends on how much money you want to spend, and what kind of parts you buy. If you buy bolt on components (intake, pulley, ECU upgrade, etc) to increase power, and follow that up with parts to handle that extra power (upgraded driveshft, heads, pistons, tranny etc.) then the sky is the limit........to a certain degree. There are so many different combinations of parts and things you can upgrade on a car. Kinda hard to give you an easy answer here. There's Cooper'S's out there now with more than 250hp. As for reliability, well that's a whole other story involving what parts are put in the car, and how the driver drives it.
Take a look around this site at tuner shops/sponser links with MINIs to see what they've done, as well as search through the performance areas of forums on this site to see what other members have done. That should give you more of an idea of what's going into MINIs and what numbers they're putting out.
Cheers,
