Getting Dealer to Program ECU and OBC
I just bought a used 04 mini (non S) and I was wondering how you go about asking the dealer to change the ECU settings for you (DRL, remote unlock, auto unlock with engine off, etc...) and also turn on the OBC. I live in Knoxville and there is a BMW/Mini dealer here. Do they charge a fortune to do this?
they do. universal mini in LA wanted $180 just to see if it could be done (after i assured them it could).
Had a local mechanic activate the OBC and all the other programmed goodies (convenience open windows, etc.) for $60.

when I had a GEN1 the standard dealer charge for a re-program was $45.
You could make one change or ten, the reflash was one price. When the car was delivered I was told I'd get one free re-program and after that it was $45. They gave us time to adjust/digest all the programmable options. In the GEN2 they went one better by allowing the OWNER to change the programming!
(I was a plankowner 02-S owner .... that is, one of the first)
