Offset (et) is the distance in mm that the wheel's mounting face is from the center line of the wheel. So the et 10 wheel you're considering will stick out 30 mm more than an et 40 wheel (great for inboard clearance though). Unlike a wheel with too much offset, that can't be "fixed" with a spacer, which would just make the wheel stick out more.

+38 to +42 is a range that many folks find acceptable

Yes, it's still 10 mm. A +10" offset wheel would be much wider than the 8" wheel you're considering.

A "+10" means the offset is "positive" (+10mm past the center.)

A "-10" means the offset is "negative" (-10mm from the center.)

The offset gets progressively lower and lower and then continues into the negatives once the center point of the wheel passes "center".

Thats why there is a "+" sign...

Correct. The lower the offset number, the further out it will sit...especially combined with a wider 8" wheel. Just to give you an idea - below is my 7.5" wide wheels with an offset of 35et. As you can see the wheel already sticks out a little bit. Pushing the wheel out another 25mm and another .5" as you're looking at...
