I discovered this "Theme" for the Pocket PC while at Amazon.com. I have not tested it (don't have a Pocket PC). It's a small download.
If anyone finds a theme for Windows 95/98/ME/2000, let me know. Maybe a talented MINIweenie could write one...

They're easy to write; but it's easier to get them off of the mini web: http://www.mini.com (note: NOT miniusa.com!)
They have a special downloads area that has PDA themes there (I have several on my PDA).
