I bought the car from the person who had it built with the Minitec kit powered by a late '90s Integra type R motor B18C (US market, not a JDM).
I've gotten as much as 45 MPG when just cruising around, mixed backroads and highway. Average around 35 mpg. Much has been spent to get this car 100% both from a safety (i.e. nicely installed 3rd brake light at top center of rear window) and mechanical standpoint, probably close to $30k including original purchase of the vehicle as a VTEC Mini.

It was an aftermarket build, not by Mini. The pioneer of these builds I believe is www.superfastminis.com and there are different engine choices.
Some people choose the 1.6, others the 1.8 Type R motor, etc.
