WTB: a Mini in the norrheast

Hi,
I'm looking for a Mini for my fiance.
S or non-S, but must have a manual tranmission.
No fruity colors; silver or black is prefered, with a solid color interior (as opposed to 2-tone), and must have a sunroof.

Please, before sending me to other cars in this forum or cars.com, read this:

a) Must be priced below kbb, I'm looking for a good, but still realistic deal... I have been looking at the Mini market for a while now, and I can see that the used ones are not selling easily (any used car priced in the mid-high teens isn't though, as most people buy new at that point.) Sorry, but I feel like I have an advantage here, and no one ever said that a car is a wise investment.

b) Condition of the car - I'm not looking for new obviously, but I do expect not to see bumper scratches (from parking), a whole lot of wheel curbing, faded/unwaxed paint, excessive rust, etc. A 2-3 year old car shouldn't have alignment or brake issues. No CEL, airbag, brake, lights, etc, and the OBC must show a positive number for a distance before the next service.

c) The car must be decently maintained, for instance: wax/polished at least once per year, all service and warranty issues conducted properly, etc... I expect to see some wear and tear, and I don't expect new spark plugs at 30k miles, but oil leaks should be out of the question.

I'm in Boston, but I do have family in NYC area and I'm willing to travel.
I would also be paying cash.

BTW - the all of the above listed things, I have found on used Minis listed as in very good or excellent condition. The rust I'm especially surprised by, having owned several older/high mileage vehicles (mostly BMWs).

PS - do all Minis make that weird noise from power steering? So far, 2/3 did, not sure if that's a good or bad thing.
