If anyone happens to watch the report, could you post back here with a brief description of what the scam/trick is? The teaser did its job and got me interested, but it appears to be a local news show.

 

good ol' American procrastination turned bad, in other words becoming good ol' American ingenuity. Gotta give the lady credit for cleverly exploiting the loophole (technically, she is both following the law by paying her fines and breaking the law by not registering her vehicle).

In any case, she simply has chosen to pay a long series of fines for having an unregistered vehicle vs paying the large fee to register the thing. She saved bunches apparently and was very smug about the whole thing. It was clear to me what she used the money for but it will come as no surprise when, in a few days, that loophole is closed. Would not surprise me either if the 'punishment' fine becomes more severe. This has gone one for a year or two apparently and it seemed as if there were many other violators too. At least now, there will be wannabees.

I did not recognize her as a part of the MINI community. But she might be. However, she would have to write a check to join 5280. Yuk. On the other hand, she has saved enough money to put some real wheels and tires on that MINI of hers...
