Seems a bit silly for people to do this over a few hundred dollars...
Interstate fraud over $500 constitutes a felony (in this case, it would be charged as interstate wire fraud), and is prosecuted at a federal level. PayPal fully cooperates with local, state, and federal law enforcement.
ISPs and most public/semi-private (commercial) proxy services fully cooperate, and those that don't are rarely used by petty thieves as they are quite difficult to become a part of.
Just remember, quite a few of us here have badges, and not everybody is a local cop... Recently, two criminals using a Virginia Starbucks parking lot Wi-Fi connection (using two bounce proxies, a handful of hops, and several stolen credit cards) were picked up in less than 72 hours - you're probably nothing special, even if you think you're the best there's ever been.

Interesting...a Trey Weber was recently awarded a $300 Indian Education Scholarship. The Ventura County Community Foundation will award those scholarships at their Awards Reception on June 02.

2. I have banned all three of his accounts due to matching IP addresses from all three accounts.
3. All three of his accounts (TreysR56/jcw44/tpweber17) share the following IP addresses:
