N18 countryman low boost no codes

I am having an issue with my 2012 countryman s with the n18 motor
it seems like I’m building very little boost
I don’t have any codes
hpfp pressure was good
replaced turbo
smoke test came back with nothing
im unsure of what to check next
anybody have any experience?

Check the vacuum lines from the vacuum pump. The vacuum actuation doesn’t connect to the intake tubing, so would not show up on a smoke test. The vacuum pump goes to a collection tank under the intake manifold, and then back around to the wastegate.
