R60 S waste gate question

Have the cat off my car and noticed waste gate is open with spring pressure pushing it closed. Is this normal? Car rarely but occasionally goes into limp mode for a drive and then back to normal. I have an ultragauge and boost reading seem to be normal until it goes into limp mode. Failed actuator? I’m taking my catless downpipe off and putting stock cat back on for inspection after failing to trick o2 sensor with spacers

OEM wastegate is normally open, and will close under vacuum control from the ECU. This way, if anything fails, it will open and prevent overboosting. I actually prefer this style of control over the boost activated wastegate style. With a boost activated wastegate, if something fails, it will fail closed and potentially break something.

x2 with njaremka.

That looks mostly normal to me, from the video. I think the procedure for checking the wastegate actuator is something to the effect of apply 15hg of vacuum to the actuator diaphragm (with a hand vacuum pump) and the wastegate itself should be good and closed. I had been getting limp mode with code 2C58. First replaced diverter valve as is a common failure point. In my case though the wastegate actuator would not pull closed, excessive play. I think there is adjustment on the actuator arm, but afraid of overboost, I replaced my turbo. If I recall correctly, on the new turbo the wastegate was seated closed before 15hg vacuum, old turbo was loose and floppy still.
