What are these cut outs?
Is this where the license plate carrier goes?
Is it damage?

I have searched and cannot find anything.

Hard to see in your photos. Get closer?, does it look like cuts or chipped paint?

I'd guess it is damage, but only because it doesn't look normal to me.

 

I bet someone had an aftermarket fog light kit and took them off. Either that or a Blue ox tow behind kit and they removed it?

 

Sorry to all! If I knew how to delete the thread I would. This is my 4 th MINI and I bought it from across the country not seeing it in person.

I was having way too much anxiety over it thinking what is broken I didn't notice before paperwork was completed.

She was delivered a few hours ago. It's Velcro!!! To attach the front plate. 🤦🤦🙃

 

lol, they must do that so they dont have to drill, looked like cutouts from far away. No problem, it happens.
