Are you sure that when you push the lever, you're pushing it past the resistance point (like you're turning the turn signal on, not flash-to-pass)? If you don't push it past the resistance point and then hold it there as noted, you'll get no light.
If you hold it longer than the 2 seconds, that's fine too. It's not picky so long as you hold it "long enough." To turn it off, push the stalk in the other direction (like you would to deactivate an active turn signal).

Do it BEFORE you turn off the ignition.

Interesting. Mine works after ignition off. I can walk out to the car after it has been sitting, reach in through the window, and turn the roadside parking lights on (no key on me, note I do not have Comfort Access either). In fact, if I do so, it wakes up the car (not IGN on, but similar to if I opened the door) -- and it does this whether I have the car locked or unlocked.
These variations in how it behaves are really interesting!
